Pamela Kwiat (Field Manager)
Pamela is the Field Manager at US Family Health Plan. She has a BA in Marketing. She has over 24 years of managed care experience working with Blue Cross Blue Shield of SC, HUMANA Military and US Family Health Plan. Not a stranger to military life, Pam’s father served in the US Army and was stationed @ Fort Dix during the Vietnam War. Her appreciation of military families was instilled in her as a young child by her Dad. Pamela has been a valued team member of USFHP since 2004 and continues to serve the military community with their healthcare benefits.

Tammy Cartagena (RTD USAF)
Senior Health Benefits Consultant
Tammy is a Retired Senior Master Sergeant and Iraqi War Veteran who served in the NJ Air Force National Guard for almost 30 years. She began working for US Family Health Plan as a Health Benefits consultant in 2018. Tammy’s Area of Responsibility includes 11 counties in Pennsylvania. She currently resides in NJ, and has 3 children and 3 grandchildren, with whom she spends most of her free time.

Aaron Pae (RTD US Army)

Aaron Pae is a retired Army First Sergeant with 21 years of active duty and 5 years of reserve time. Aaron is happily married with 2 children, the youngest being 8. He retired in December 2025 and joined US Family Health Plan in January 2026 as a Health Benefit Consultant. He currently resides in Queens, NY, where he enjoys practicing martial arts and playing soccer. Aaron leverages his own experiences to guide other beneficiaries through TRICARE and help service members and their families find the choices that work best for them.

Dwayne Carter (RTD US Navy)

Dwayne Carter, a retired Navy Chief with 24 years of distinguished service, exemplifies unwavering commitment. Hailing from New York City, he brings a strong blend of dedication, and leadership with an MBA. Since joining the US Family Health Plan in June 2022, Dwayne has been dedicated to ensuring that our members receive the high-quality care they deserve, consistently delivering results and making a meaningful impact.

Miguel Cedeno (RTD US Navy)
Health Benefits Consultant
Miquel Cedeno is a veteran of 24 combined years in both the Air Force and Navy. He retired in December 2022 and joined US Family Health Plan as a Health Benefit Consultant in January 2023. His wife is currently serving in the Navy. They have five children two girls and three boys, the oldest being 27 and the youngest is 10 years old. Miquel is a native New Yorker; and now resides in N.J.

Antonina Cedeno (RTD US Navy)

Antonina Cedeno is a New Jersey Navy Veteran serving over 23 years on Active Duty. She and her husband are both retired Navy Veterans. They have 5 children, the youngest being 12. She retired in August 2024 and joined US Family Health Plan in September 2024 as a Health Benefit Consultant. As a proud member, she uses her personal experiences to educate other beneficiaries about TRICARE and help families make the best decision tailored to their needs.

Raymond “RJ” J. Miller, Jr. (RTD USAF)
Health Benefits Consultant
RJ is a veteran of the USAF who served as a medic for almost 28 years in the New Jersey Air National Guard as a Drill Status Guardsman and an AGR. He retired in 2021 and joined US Family Health Plan in 2025. RJ and his wife have four children, three girls and one boy. RJ continues to serve by using his experience with the military health system to educate beneficiaries about their TRICARE entitlements and assist in making the best-informed decisions for themselves and their dependents.

Raynese Parker (RTD US Navy)

Raynese Parker proudly serves military families, drawing on my background as a Navy veteran and logistics specialist. The experiences in the Navy instilled in her a strong commitment to supporting those who serve our country. With a degree in psychology, she brings a unique perspective to the role, enabling her to connect more deeply with military families and understand their challenges. She is passionate about facilitating access to essential benefits and resources, ensuring that our service members and their loved ones receive the care and support they deserve. With a focus on empathy and understanding, advocating for military families and helping navigate the complexities of their benefits.
